Specialist Outpatient Services: 
The referring practitioner must include the date the referral was issued on behalf of the patient, as specified in the Policy for the Management of Specialist Outpatient Services in Queensland Public Hospitals.
Verification Rules
The Non-admitted patient care-referral issue date must not be later than the Non-admitted patient care-referral receipt date.
Collection Methods
Patient administration systems (eg: HBCIS, CERNER) have dedicated elective surgery and outpatient modules to collect this data.
Comment
This data element allows a meaningful measure of system performance to be calculated, namely the number of days elapsed between the date the referral was issued on behalf of the patient and the date the referral was received by the service provider.
