Specialist Outpatient Services:
This is the date that the specialist outpatient service receives the referral, whether the referral is accepted or not. It is not the date the patient's referral is placed onto either a manual or electronic outpatient scheduling system.
Verification Rules 
The Non-admitted patient care-referral receipt date must not be before the Non-admitted patient care-referral issue date.
Collection Methods 
Patient administration systems (eg: HBCIS, CERNER) have dedicated elective surgery and outpatient modules to collect this data.
Comment
This data element allows a meaningful measure of system performance to be calculated, namely the number of days elapsed between the date the referral was received by the service provider and when the appointment was scheduled.
