The date the service provider receives the patient's referral.

Specialist Outpatient Services: This is the date that the specialist outpatient service receives the referral, whether the referral is accepted or not. It is not the date the patient's referral is placed onto either a manual or electronic outpatient scheduling system.
The Non-admitted patient care-referral receipt date must not be before the Non-admitted patient care-referral issue date.
Patient administration systems (eg: HBCIS, CERNER) have dedicated elective surgery and outpatient modules to collect this data.
