Collection and Usage Attributes
Allocate Australian External Territories their actual Australian postcode, not the overseas postcode (9399). Australian External Territories include the following: Christmas Island (Australia), Cocos (Keeling) Islands, Jervis Bay and Norfolk Island.
Queensland Hospital Admitted Patient Data Collection (QHAPDC) and Queensland Perinatal Data Collection (QPDC):
Must not be null.
Validated against CRDS Locality Data Set.
Usual residence is the place where a person usually lives (resides). It is not the residence where a person might stay temporarily before or after a period of hospitalisation/treatment/contact.

It is particularly important to record the country of residence accurately for patients from Papua New Guinea and New Zealand.

For Australian External Territory addresses, the actual postcode and state are to be used. Australian External Territories include the following: Christmas Island, Cocos (Keeling) Islands, Jervis Bay and Norfolk Island.

Unknown postcode:
If a postcode is unknown (e.g. an unconscious patient is unable to provide the information), record code 0989 Not stated or unknown. Do not leave the field blank.

Although provision is made for recording 0989 Not stated or unknown, every effort should be made during the course of the admission to determine (and record) a patient's postcode.

Baby for adoption:
The DCCSDS or the foster carer will advise the relevant Queensland Health facility with regard to the correct address details for correspondence from Queensland Health during the transitional period. This will usually be either the foster carer or the DCCSDS.

Queensland Perinatal Data Collection (QPDC):
Record the postcode of usual residence of the mother.

Queensland Trauma Data Collection:
ATR validation: valid postcode, 8888, 9999
ATR correspondence: single
The primary residential location by postal code of the injured patient. Post Code of the patients' main residential address, if known. The numeric descriptor for a postal delivery area, aligned with town, locality, or place for the address of a person.
Used in the analysis of SEIFA on a geographical basis. Where individual street addresses are available, postcodes can be mapped to more accurate Australian Standard Geographical Classification codes (ASGC) codes (e.g. SLAs).
For ATR reporting, the following mapping occurs:
If place of residence is outside of Australia or New Zealand - code 9399 is mapped to 8888.
If place of residence is unknown or no place of residence - code 0989 is mapped to 9999.
Used with other data elements to determine the Statistical Area of usual residence. This enables:
- Comparison of the use of services by persons residing in different geographical areas,
- Characterisation of catchment areas and populations for facilities for planning purposes, and
- Documentation of the provision of services to residents of states or territories other than Queensland.

Do not rely solely on the postcode to determine state/territory as there are some Queensland postcodes for patients who live over the border in other States such as New South Wales. Statistical Services Branch (SSB) maintains a corporate standardised data set of localities, postcodes, states and associated Statistical Area level 2 (SA2) identifiers.

The content of the locality data set has two main sources, the Australian Bureau of Statistics (ABS) and Australia Post, with supplementary data supplied by Queensland Health.

Australian External Territories:
The Australian Statistical Geography Standard (ASGS) uses the Geographic definition of Australia, as set out in section 17(a) of the Acts Interpretation Act 1901 which currently defines Australia or the Commonwealth as meaning: '... the Commonwealth of Australia and, when used in a geographical sense, includes the Territory of Christmas Island and the Territory of Cocos (Keeling) Islands, but does not include any other external Territory'.

Included in this definition of Geographic Australia are the: States of New South Wales, Victoria, Queensland, South Australia, Western Australia and Tasmania; Northern Territory, Australian Capital Territory, Territory of Cocos (Keeling) Islands, Territory of Christmas Island and Jervis Bay Territory.

Due to Australian constitutional law Norfolk Island is not included in the ASGS. However, for whole of locality recording purposes, Queensland Health classes Norfolk Island as an Australian External Territory.
