Collection and Usage Attributes
The ASGS provides a common framework of statistical geography which enables the publication of statistics that are comparable and spatially integrated.

The ASGS structure has six hierarchical levels and each level directly aggregates to the level above.
For example, SA1s are aggregates of Mesh Blocks and aggregate to SA2s. This principle continues up through the remaining levels of the hierarchy.

SA2s consist of one or more whole SA1s. Wherever possible, SA2s are based on officially gazetted State suburbs and localities. In urban areas SA2s largely conform to whole suburbs and combinations of whole suburbs, while in rural areas they define the functional zone of a regional centre.

SA2 coding structure:
An SA2 code is identifiable by a 9-digit fully hierarchical code and comprises State/Territory identifier, SA4 identifier, SA3 identifier and SA2 identifier.

When collecting the geographical location of a person's usual place of residence, the Australian Bureau of Statistics (ABS) recommends that 'usual' be defined as: 'The place where the person has or intends to live for 6 months or more, or the place that the person regards as their main residence, or where the person has no other residence, the place they currently reside.' Apart from collecting a person's usual place of residence there is also a need in some collections to collect area of residence immediately prior to or after assistance is provided, or at some other point in time.

Cause of death Unit Record File (COD URF) Data Supply Requirement (DSR):
This is the geographical location of where the deceased person usually resided. Usual residence refers to that address at which the deceased has lived or intends to live for a total of six months or more in a given reference year.

Usual residence is provided to the ABS by the Registry of Births, Deaths and Marriages in the form of an address. This address is then coded by the ABS in accordance with the geographic classification current at the time of coding.
Geographical location is reported using SA2 to enable accurate aggregation of information to larger areas within the ASGS as well as detailed analysis at the SA2 level. The use of SA2 also allows analysis relating the data to information compiled by the ABS on the demographic and other characteristics of the population of each SA2. Analyses facilitated by the inclusion of SA2 information include: - comparison of the use of services by persons residing in different geographical areas; - characterisation of catchment areas and populations for establishments for planning purposes; and - documentation of the provision of services to residents of states or territories other than the state or territory of the provider.
Cause of death Unit Record File (COD URF) Data Supply Requirement (DSR):
A break in series for geographic classification occurred between 2010 and 2011. 2001 to 2010 data was coded using the Australian Standard Geographic Classification (ASGC) (cat no 1216.0). For a given reference year, the previous year's version of the ASGC was used (e.g. for 2008 reference year, the 2007 version of the ASGC was used).
2011 data onwards is coded using the Australian Statistical Geography Standard (ASGS) (cat. no. 1270.0.55.001) to Statistical Area 2 (SA2) level. To assist users better understand the impact of this change in geography data for 2009 and 2010 has also been provided with a corresponding ASGS 9 digit numeric code. Consequently, the COD URF files for 2009 and 2010 contain both URES_9DIGIT and URES9_SA2 fields.
Further concordance of geography within the COD URF for data earlier than 2009 will not be undertaken by the ABS or ACR. COD URF users will need to aggregate the data, and then correspond from new to old coding or vice versa.
If usual residence is not provided, state/territory of usual residence is imputed as the state/territory in which the death is registered, with no further detail.
