Collection and Usage Attributes
Allocate Australian External Territories their actual state code, not the overseas state code. Australian External Territories include the following: Christmas Island, Cocos (Keeling) Islands, Jervis Bay and Norfolk Island.
Queensland Hospital Admitted Patient Data Collection (QHAPDC) and Queensland Perinatal Data Collection (QPDC):
Must not be null.
Validated against Corporate Reference Data System (CRDS) Locality Data Set.
Usual residence is the place where a person usually lives (resides). It is not the residence where a person might stay temporarily before or after a period of hospitalisation/treatment/contact.

For Australian External Territory addresses, the actual postcode and state are to be used. Australian External Territories include the following: Christmas Island, Cocos (Keeling) Islands, Jervis Bay and Norfolk Island.

Unknown state
If the state of usual residence is unknown (e.g. an unconscious patient is unable to provide the information or no fixed address), use code 9 Not stated/unknown/no fixed address/at sea.

Baby for adoption: The Department of Communities, Child Safety and Disability Services or the foster carer will advise the relevant QH facility with regard to the correct address details for correspondence from QH during the transitional period. This will usually be either the foster carer or the Department.

Queensland Perinatal Data Collection (QPDC):
Record the state/territory of usual residence of the mother.

Queensland Opioid Treatment Program (QOTP)-Admission Data Supply Requirement (DSR):
Provide the state/territory where the client was last admitted to an Opioid substitution program.
Data is collected by completing the Opioid Treatment Program (QOTP) Admission form.
Used with other data elements to determine the Statistical Area of usual residence. This enables:
- Comparison of the use of services by persons residing in different geographical areas,
- Characterisation of catchment areas and populations for facilities for planning purposes, and
- Documentation of the provision of services to residents of states or territories other than Queensland.
Must be used with other items to distinguish between categories such as "overseas" and "at sea". Do not rely solely on the postcode as there are some Queensland postcodes for patients who live over the border in other States such as New South Wales.
Statistical Services Branch (SSB) maintains a corporate standardised data set of localities, postcodes, states and associated Statistical Area level 2 (SA2) identifiers. The content of the locality data set has two main sources, the Australian Bureau of Statistics (ABS) and Australia Post, with supplementary data supplied by Queensland Health.
The CRDS file can be browsed in QHEPS via INTERNAL QH LINK NOT AVAILABLE or an extract can be requested via email crds@health.qld.gov.au.

Australian External Territories:
The Australian Statistical Geography Standard (ASGS) uses the Geographic definition of Australia, as set out in section 17(a) of the Acts Interpretation Act 1901 which currently defines Australia or the Commonwealth as meaning: '... the Commonwealth of Australia and, when used in a geographical sense, includes the Territory of Christmas Island and the Territory of Cocos (Keeling) Islands, but does not include any other external Territory'.

Included in this definition of Geographic Australia are the: States of New South Wales, Victoria, Queensland, South Australia, Western Australia and Tasmania; Northern Territory, Australian Capital Territory, Territory of Cocos (Keeling) Islands, Territory of Christmas Island and Jervis Bay Territory.

Due to Australian constitutional law Norfolk Island is not included in the ASGS. However, for whole of locality recording purposes, Queensland Health classes Norfolk Island as an Australian External Territory.
