Queensland
Data includes financial, payroll, human resources, hospital activity and activity based funding (ABF), pharmacy, materials management, pathology, clinical quality and Medicare billing data for multi-dimensional analysis at summary or transaction levels. Metadata for DSS is as recorded against the core systems that DSS gets its data from as detailed in Guide for Use.
All of Queensland Health including DoH and HHSs and their facilities.
Internal performance reporting and benchmarking.
Continuous; e.g. users can load local data at any time, RAPID module data updated every five mins., finance, HR and WorkBrain data updated every night, ABF data updated most weekends, payroll data updated every fortnight, AUSLAB data updated every month.
SENSITIVE
Access is only available to Queensland Health staff or contractors with appropriate permissions as defined by DSS Security Policy -
DSS Decision Support System Policy QH-POL-425:2021 (health.qld.gov.au)
https://qheps.health.qld.gov.au/__data/assets/pdf_file/0034/2179456/dss-security-policy-pol-425-2021.pdf.

Access is granted on-line by the various DSS Coordinators located within HHSs and their facilities and the DoH entities.

Statewide access for certain modules is approved in line with the DSS Security Policy by Finance Branch or the state-wide coordinator for that module.
As set out in DSS Security Policy, some modules (e.g. DSS Scorecard module) allow state-wide benchmarking whereas other modules (e.g. HR Payroll & Finance modules) have very restricted access.
For finance and HR Payroll modules, user security is based on the user's area of responsibility as identified within the SAP ALT_7 organisational hierarchy e.g. HHSs can't access other HHS data unless approved by that HHS’s Chief Finance Officer or Chief Executive Officer.
Data is extracted from numerous source systems via automated interfaces and warehoused within the Financial Solutions IT infrastructure. Modules are built based on business requirements to collate source data into reporting views. DSS links multiple data sources in some views to produce indicator reporting. Each DSS module has a module owner and a state-wide Data Custodian who are regularly consulted to ensure business needs continue to be meet.
Various - dollars, FTEs, headcount, patients, beds, hours, occupancy, presentations, discharges, admissions, waiting times, average length of stay (ALOS), training completions, test counts, material quantities etc.
Focused on daily, fortnightly, monthly, quarterly and annual reporting, comparing across periods and facilities / entities. DSS allows for both aggregated and drill down functionality empowering users in a hierarchical manner, to view large slices of relevant/ significant data with extract facilities to excel, work and PDF etc. DSS incorporates performance reporting inclusive of scorecards and dashboards.
Continuous to meet operational needs.
DSS system has had three significant user interface / front end upgrades since implementation in 1997, being DSS Holos initially, then DSS Panorama Novaview in 2008, then DSS Panorama Necto Flash in 2014 and DSS Panorama Necto HTML5 in 2019.
DSS has had two databases, initially Sybase and then replaced in 1999 by Oracle supported by Microsoft SQL Server Analysis Services.
DSS is a user-friendly business intelligence tool designed to allow a Queensland Health staff member with the appropriate security clearance to access reporting from any computer with Queensland Health intranet access.
DSS provides both summary and detailed data with the capacity to design regular reports as per user needs.
Data can be converted to tabular or graphical display within the application as well as exported within in several formats (excel, csv, pdf, etc).
