The Specialist Outpatient Data Collection (SODC) is a monthly collection of patients who have had the initial specialist outpatient clinic appointment or were removed from the specialist outpatient clinic waiting list, or are waiting for the initial specialist outpatient clinic appointment, in one of 35 reporting public hospitals. The SODC collects demographic, service request and appointment information to meet Department of Health reporting requirements such as Service Agreement Key Performance Indicators.

Collection and Usage Attributes
To collect specialist outpatient waiting list and removals data to allow reporting to support service improvement, performance management and planning.

The collection contains information on patients who have been registered on a specialist outpatients waiting list, permitting the reporting of patients waiting at a census date, and patients removed from the waiting list.
35 public hospitals in Queensland Health are required to provide a submission to the SODC. This requirement is included in the Service Agreements between each Hospital and Health Service (HHS) and the Department of Health. The full list of hospitals included in the scope of the collection is listed in Sites Implemented (see below)

Clinics classified as a specialist service are defined by their Corporate Clinic Code. The full list of Corporate Clinic Codes are included in the Specialist Outpatient Data Collection Manual.

Records in scope for the SODC are identified as service requests for an initial specialist outpatient service. In the specialist outpatient domain, a service request can lead to multiple appointments. For this collection, those subsequent or follow-up appointments are not in scope.

A patient is classified as waiting for a specialist outpatient service when a referral for a specialist outpatient service has been received, a request for a specialist outpatient service has been recorded (wait listed), and the initial appointment has not yet occurred. Waiting patients include those who are on the waiting list with a booking date in the future, and those who are waiting without a booking date.

Specialist outpatients data is published quarterly through the Queensland Health Hospital Performance website and through national publications and websites.

Specialist outpatients data is accessed through the Queensland Health Enterprise Reporting Service (QHERS) and through the Decision Support System (DSS). Data published online are in the public domain.
Access to the data can be requested through the Hospital Access Analysis Team in the Healthcare Improvement Unit (HIU) by emailing HAAT@health.qld.gov.au.

Data is entered into the Hospital Based Corporate Information System (HBCIS), Elective Admissions Module (EAM) & Enterprise Scheduling Module (ESM) at each reporting hospital. Each night, information is extracted from EAM & ESM and electronically transferred to Surgical Access Team Reporting (SATR), a Department of Health central data repository.
Hospital and Health Services (HHSs) use the data in the collection to manage elective surgery waiting lists and monitor activity and performance.

The Department of Health uses the data in the collection to monitor elective surgery activity and performance, and to conduct analysis to support service improvement, planning and purchasing strategies.

Commonwealth reporting requirements for specialist outpatients National Minimum Data Sets are identified by the Australian Institute of Health and Welfare.

The data from the collection is reported on the Queensland Health Hospital Performance website to provide transparency of activity and performance to the public.

SATR acts as an enterprise data warehouse for statewide elective surgery and specialist outpatient waitlists, as well as the core HIU data collections (SODC, ESDC, EDC, GIEDC, RTDC). Data is extracted from the following hospital information systems into SATR nightly: HBCIS-Elective Admissions Module (EAM); HBCIS Appointment Scheduling System (APP); HBCIS-ADT (patient demographic and doctor information for elective surgery patients and specialist outpatients); ASIM (Logan Hospital specialist outpatient appointments); Cerner-OSIM (Royal Brisbane and Women's Hospital and Princess Alexandra Hospital specialist outpatient appointments).
