Code 20 Active referral
A referral is considered to be active when the NSP staff member arranges the referral by writing a letter, phoning for an appointment or having face-to-face contact with the staff member to whom the client is being referred. Where a staff member provides a client with referral service information and then sits with them to assist with a self-referral on the phone, is recorded as an active referral.

Code 21 Passive referral
A referral is considered to be passive where a staff member provides a client with referral service information, but does not assist with a self-referral on the phone.
Referrals can be either internal or external to the NSP site.

Code 99 Missing
This code should be used where no attempt has been made to collect/record information from the client.
Must be null if Needle and Syringe Program (NSP) occasion of service-principal referral service is code 0 (Not applicable).
Provides information on the quality of the referral provided.
