A facility can not have multiple instances of the attribute active at a given time. For example, a facility can only have one active instance of the Formal facility name attribute (FNAME). Although the facility may change its name one or more times during its history, the effective periods for these names do not overlap.

A facility can have multiple instances of the attribute active at a given time. For example, a hospital facility may have multiple clinical services assigned against the Clinical Services Capability Framework attribute (CSCF3_2) attribute.

Facility attributes are individual pieces of information about a facility. For example, name of the facility, whether or not it has an intensive care neonatal unit, facility type, etc. Some attributes apply to all facilities (i.e. facility name, facility type) whilst others may or may not apply to a facility (e.g. licence related attributes only apply to licenced private hospitals).
