Collection and Usage Attributes
In the case of a self-referral this would be the date of the first contact with the service.

The request receipt date can be the same as the date of the service event; for example, at a drop-in clinic.
Must not be blank.
Must be a valid date/time.
Must not be later than Non-admitted patient service event-service event date.
Queensland Health Non-Admitted Patient Data Collection (QHNAPDC):
Record the date and time the service request for a patient was received using the full date and leading zeros where necessary. If time is unknown, use 0000 for hhmm.
A classification used to provide a consistent framework for counting non-admitted patient service events for costing and funding purposes.
