Collection and Usage Attributes
In some instances, Queensland Health may be required to release patient details to a funding agency for billing and debt collection purposes. For example, a patient who indicates they hold a DVA card and are entitled to and choose to have DVA fund their hospital treatment, may have their details released to this agency to facilitate payment of their expenses.

Current legislation prevents Queensland Health releasing a patient's details without their specific consent. A patient admitted to a public hospital is required to complete or have completed a Patient Election Form (PEF) to:
- indicate their election to be treated as a 'public' or 'private' patient; and
- identify the funding source for the admission.

On signing the PEF, the patient consents to the release of information in relation to billing and debt recovery to an appropriate funding agency.

This consent applies to all episodes of care within a specific hospital stay, unless otherwise indicated by the patient.

Note: Health details refers to data items only and does not include; documents, or copies of documents, or the patient's medical record.

Information that may be released under this consent could include:

Personal details:
- Name
- Address
- Date of Birth

Admission details:
- Admission date
- Separation/discharge date
- Episode type

Health details:
- Diagnosis Related Group (DRG)
- Nature of injury

For a multiple admission PEF, the status of each consent data item will apply to all episodes of care within the time frame of the PEF (default 6 months from the date the PEF was signed).

Should a patient wish to change the status of consent, they will need to complete a new PEF.

Note: 'U' is only used where the patient can not physically or legally provide the consent.
Queensland Hospital Admitted Patient Data Collection (QHAPDC):
Must not be null.
Must be Y, N or U.
The Patient Election Form (PEF) must be completed by a patient on admission, unless they have an existing multiple admission PEF that is current.

If the patient wishes to change the status of any or all of their consents, a new PEF is required.

In some instances the patient will be unable to complete a PEF (for example, they are unconscious or in a critical condition on arrival). If the patient is unable to complete a PEF on admission, please follow your facility's procedure for collecting information after admission.

Note that the Unable to obtain code U is not to be used for any reason other than the person cannot physically or legally provide their consent.
Current legislation does not permit release of a patient's details without the patient's specific consent to release the details for a specific purpose.
