Code 1 - Yes - The coded co-morbidity does not fully meet at least one of Australian Coding Standards for clinical coding.
Code 2 - No - the coded co-morbidity does fully meet at least one of the Australian Coding Standards for clinical coding.
All associated non-morbidity codes (external cause codes and morphology codes) will also have the Non ACS Compliant indicator as the morbidity to which they refer.
Morbidities that are qualified as the Principal Diagnosis (PD) or the Most Resource Intensive Condition (MRIC) cannot be qualified with a Non ACS Compliant (NACSC).
Where a "code also" instruction exists for a particular International Classification of Diseases (ICD) diagnosis code, additional diagnosis codes need not be allocated. The exception to this will be where the individual code(s) is/are also Non ACS compliant.
Examples (not exhaustive)
1. Newborn conditions that are only noted by a clinician or midwife during the examination that do not meet the criteria for clinical coding as described within the ACS e.g. clicky hips, strawberry naevus, palmar creases.
2. Obstetric conditions that are only noted by the clinician or midwife in antenatal, delivery or post natal episodes of care that do not meet the criteria for clinical coding as described within the ACS.
3. Co-morbidities which do not fulfil the criteria for clinical coding as described within the ACS which are of further interest for analysis.
4. Other co-morbidities required for research or established as risk factors that do not meet the criteria for clinical coding as described with the ACS.
5. Any component of a syndrome which does not meet the criteria for clinical coding as described with the ACS.
New
Verification Rules
A Non ACS Compliant Indicator cannot be allocated to the Principal Diagnosis or the Most Resource Intensive Condition.
Collection Methods
For implementation purposes, only Code 1 will be used, all other coded diagnoses will assume a code 2.

Comments
The Non ACS Compliant (NACSC) Indicator has been implemented in HBCIS and the QHAPDC (and its operational manual) using the synonym "Other Co-Morbidity of Interest" (OCOI).
The use of the NACSC Indicator will assist in further analysis of co-morbidities that are of interest but do not fulfil the criteria for clinical coding as described within the Australian Coding Standards.
An "opt in" pilot of this new data element is proposed from 1 July 2008. Only public HBCIS hospitals will be within scope for this pilot.
Any co-morbid condition that is qualified with a NACSC Indicator will not be used in DRG calculation in the Hospital Based Corporate Information System (HBCIS) and therefore will not affect a hospital's reported activity.
All conditions qualified with a NACSC Indicator of 1 "Yes" will not be passed into the Australian Refined - Diagnostic Related Group (AR-DRG) Grouper in HBCIS.
