Collection and Usage Attributes
An alphanumeric identifier, allocated by an organisation or individual provider that is used to uniquely identify an entity.

Individual facilities or systems may use their own alphabetic, numeric or alphanumeric coding systems. This excludes individuals in the role of healthcare provider.

Examples of person identifiers include:
• Medicare number (combination of Medicare card number and Medicare index)
• Department of Veterans' Affairs number (DVA)
• Centrelink card number
• Drivers licence
• Private health insurance fund card
• PBS safety net card
• Individual healthcare identifier (IHI)
• Local client identifier
• Health (care client) identification number.
• Employee number (payroll system number)
• Novell login identification
• System user name
• Healthcare card number
• Pension number

It shall be noted that, although this is a unique identifier, the identifier is only unique within the purpose for which it was issued by the organisation responsible for issuing the number. In other words, a single identifier may exist more than once in a system, but when combined with the other data components of the identifier the aggregate identifier is unique. The combination of identifier designation, issuer and usage assists to uniquely identify a person (entity) for a specific purpose.

Identifiers shall not be recycled or re-used, but when not active they should have an identifier status of inactive.
Should not be null.

The Oral Health Data Supply Requirement (DSR):
Must not be null if Person (eligibility)-eligibility reason (Oral Health) is not blank.
The Oral Health Data Supply Requirement (DSR):
This is a unique client identification number provided by the dental health services.

COVID-19 Data Set-Definitions (DSD):
For COVID-19 self-isolation directions, the unique identifier is system generated and used by Queensland Health for data matching purposes.
For COVID-19, the unique identifier in the self-quarantine data is generated by the system (DCoVA web-app) when a user enters new information.
For the purposes of capturing Passport Number for COVID -19 self-quarantine data, this field can be blank.

RIVeR:
In RIVeR the Medicare number is captured as two pieces of data, Medicare card number and Medicare index.
Principle A: Identifiers shall be unique to a purpose and often to a person or organisation, although family group identifiers exist and are unique to the family.
Principle B: Identifiers shall not be recycled or reused.
Principle C: Each person or organisation should have a single active identifier from a given issuer for a specific usage at any given point in time
