Collection and Usage Attributes
Quality Improvement Payment (QIP) incentive payments have been introduced by Department of Health to improve the number of public hospital inpatients offered the Smoking Cessation Clinical Pathway. The Smoking Cessation Clinical Pathway was developed by the Statewide Respiratory Clinical Network and comprises assessment, advice and assistance for a smoker to stop smoking tobacco (including nicotine replacement therapy).

In-scope criteria:
- patient is 18 years of age or more at admission, and
- care type is 01 Acute care, and
- length of stay is 2 or greater (i.e. episode includes two midnights).

Exclusions:
- patient is not alive at separation, or
- ICD-10-AM diagnosis auto-coded episodes. For example, a patient admitted regularly and the clinical coder assigns the code/s without accessing the medical record, i.e. chemotherapy patients. (Without the medical record, there can be no check by the clinical coder for a completed Smoking Cessation Clinical Pathway form)

In the case of multi-statistical re-admissions of eligible patients, the patient must be asked about their tobacco smoking status at each admission and a new Smoking Cessation Clinical Pathway is to be completed.

Code 1 Reported a current smoker within last 30 days
The patient reported he/she did smoke tobacco within the last 30 days.

Australian Coding Standard 0503 (Drug, Alcohol and Tobacco Use Disorders) defines current tobacco use as "the patient has smoked tobacco (any amount) within the last month" and includes documentation of 'smoker', 'on patches', 'trying to quit'.

Code 2 Reported not a current smoker
The patient reported he/she did not smoke tobacco within the last 30 days. Includes ex-smoker, non-smoker.

Code 9 No smoking status reported or documented
The patient did not report his/her tobacco smoking status or it is not documented.
Age at admission, total years must be 18 years or greater.
Care type must be code 01 (Acute care).
Length of stay (LOS) must be 2 or greater.
Mode of separation must not be code 05 (Died in hospital).
ICD-10-AM coding was not filed by the Auto-coding function.
If code is 1 (Reported a current smoker (within last 30 days)) there should be an ICD-10-AM diagnosis code of Z72.0 (Tobacco use, current), F17.1 (Mental and behavioural disorders due to use of tobacco - harmful use) or F17.2 (Mental and behavioural disorders due to use of tobacco - dependence syndrome).
Hospital Based Corporate Information System (HBCIS):
The assessment of the smoking status of the patient and/or the completion of page one of the Smoking Cessation Clinical Pathway form undertaken in an outpatient pre-admission clinic can be used for in-scope patients to record the information in HBCIS, as long as the information is collected within 30 days of admission.

If the patient is in-scope and the Smoking Cessation mandatory parameter has been set to Y (Yes):
- If ICD-10-AM code Z72.0 (Tobacco use, current) has been entered as a diagnosis the value '1' will be automatically populated in the Smoking Status field.
- If ICD-10-AM code is Z72.0 has not been entered, Smoking Status is required to be manually entered.
