The Emergency Data Collection (EDC) DSR defines the meaning and describes the acceptable representation of a set of data elements detailing the provision of emergency services provided in a public hospital. It is a monthly year to date collection of patients who have had an emergency stay at an emergency department or service in-scope for the data collection. The EDC collects demographic, service, funding and performance information required to meet Department of Health and national reporting requirements.
Collection and Usage Attributes
The purpose of the Emergency Data Collection Data Supply Requirement is to:
1. Provide a standard for reporting patient level emergency department / service data.
2. Support consistency and integrity of information collection and recording.
3. Meet national and state reporting requirements.
4. Align with state and national developments in the emergency domain.

The EDC DSR defines the meaning and describes the acceptable representation of a set of data elements detailing the provision of emergency services provided in a public hospital. The EDC 2018-2019 Minimum Data Set (MDS), EDC 2018-2019 Manual, and HIU Data Collection Guide 2018-2019 should be used when developing or producing emergency patient level extracts. 84 public hospitals in Queensland Health are required to provide a submission to the EDC 2018-2019. This requirement is included in the 2018-2019 Service Agreements between each HHS and the Department of Health.
Records in scope for the EDC 2018-2019 are identified as those that meet the definition of an emergency stay, and the physical departure is between the first and last day of the reporting period.
Excluded from the scope of the data collection is:
- Where the entire emergency stay is provided in a General Practitioner co-located unit,
- Where the service provided is purely clerical (e.g. when a patient presents to an emergency department or service for a
pre-arranged admission or while awaiting transit to another facility), and there is no intention for the patient to receive
any clinical care in the emergency department / service, or
- Advice provided by telephone or videoconferencing to a patient who is physically present elsewhere. Although it is
recognised that advice received by telehealth may form part of the care provided to patients, the record is only reported
by the facility where the patient is physically located.
IN-CONFIDENCE
The statistical unit for the Emergency Data Collection is an emergency stay in an emergency department or service.

The method of submission to the collection is detailed in the HIU Data Collection Guide 2018-2019. For services using iSoft's Emergency Department Information System (EDIS) it will be a direct feed. For those not using EDIS, it will be a file submission.
Submission is monthly and required by midday on the 4th calendar day following the reporting month.
For the EDC 2018-2019, the concept of an emergency stay utilises the Australian Institute of Health and Welfare's (AIHWs) definition of an emergency department stay, but expands the scope from just emergency departments to emergency departments and services, and is defined as:
The period between when a patient presents at an emergency department [or service] and when that person is recorded as having physically departed the emergency department [or service].
