The Queensland Health Non-Admitted Patient Data Collection (QHNAPDC) is a collection of non-admitted outpatient service activity.

Collection and Usage Attributes
To collect patient-level non-admitted outpatient activity (service events) and other non-admitted patient activity from in scope facilities for the purposes of statistical reporting, costing, funding and service planning requirements. Data are reported by the various reporting entities of the three different levels of Queensland's public hospital system, the hospital, the Hospital and Health Service, and the State.
Non-admitted outpatient service events, and primary and community health service events, and other non-admitted patient activity provided by:
- public healthcare facilities (including hospitals, community health care centres, primary health care centres, and outpatient clinics)
- Hospital and Health Services
- other public hospital services that are managed by the State.

This also includes services contracted by a public healthcare facility, Hospital and Health Service or State regardless of the physical location of the contracting public healthcare facility, Hospital and Health Service or State, or the location where the services are delivered.

Instances of service provision are from the point of view of the non-admitted outpatient and include all arrangements made to deliver non-admitted patient service events to non-admitted patients:
- irrespective of location (includes on-campus and off-campus)
- regardless of setting or mode
- be inclusive of multiple non-admitted patient service events provided to a patient in one day, provided that every visit meets each of the criteria in the definition of a non-admitted patient service event.
- be inclusive of services provided to patients in the admitted, emergency department or emergency service care settings
- whose treatment has been funded through the State, Hospital and Health Services or public healthcare facilities, regardless of the source from which the entity derives these funds. In particular, Department of Veterans' Affairs, compensable and other patients funded through the entity (including Medicare ineligible patients) are included.

Other non-admitted patient activity for other services provided by Queensland Health which are not outpatient or Primary and Community Health service events, can be within the scope of QHNAPDC for state reporting purposes only, and therefore not be reported for Independent Hospital and Aged Care Pricing Authority (IHACPA) or the Australian Institute of Health and Welfare (AIHW).

These other services include:
- BreastScreen Queensland - provides an extract of patient-level activity directly to the QHNAPDC for costing and funding purposes only. Facilities/Hospital and Health Services (HHS) are not to report this activity.
- Other Outreach Services - where a HHS/ facility enters this information into their electronic scheduling system and provides this to Surgical Access Team Reporting (SATr) database (either through an information system that is interfaced with SATr (e.g. Hospital Based Corporate Information System (HBCIS), Enterprise Scheduling Management (ESM) or uploading a file through the QHNAPDC submission link), QHNAPDC will receive and process this information.
- eConsult records - an eConsult is the asynchronous written provision and electronic transmission of clinical advice about a patient from a health care provider to a healthcare provider, based on assessment of digitised clinical data sent as a request, where the patient is not present resulting in a dated entry in the patient’s medical record. As eConsult records do not meet the definition of a service event, however they are to be reported to the QHNAPDC in order for the Telehealth Support Unit to obtain this activity data. eConsult records are not validated when processed by the QHNAPDC.

Out of scope
Excludes activity covered by admitted patient care, admitted patient mental health care, non-admitted patient emergency department care (with the exception of Emergency Telehealth), services which deliver non-clinical care, e.g. activities such as home cleaning, meals on wheels or home maintenance and services for which activity is reported via service specific information systems such as mental health activity reported from Consumer Integrated Mental Health and Addiction Application (CIMHA) (with the exception of Alcohol and Other Drug activity) and oral health service activity reported from Information System for Oral Health (ISOH).
Queensland
Demographic and service event information. Data is supplied on a 'service event' basis.
All facilities offering a service to a non-admitted outpatient which meet the definition of a service event.
- Routinely published on the Queensland Health Internet and Intranet sites as well as in Australian Government publications such as Report on Government Services (ROGS), Australian Hospital Statistics and the My Hospitals website.
- Non-admitted patient service event data are used for healthcare purchasing and Activity Based Funding (ABF) purposes including informing the service agreements between Hospital and Health Services and Department of Health and subsequent monitoring and analysis.
- Non-admitted patient service event data are reported to the IHACPA for funding purposes.
- Non-admitted patient service event data are reported to the AIHW for statistical reporting purposes.
Data collected on a weekly basis and finalised on a financial year basis.
Some facilities submit data on a monthly basis to the QHNAPDC.
PROTECTED
Ad hoc requests for data are handled by the Statistical Reporting and Coordination Unit, Statistical Services Branch.
Requests for access to data are considered on a case-by-case basis.

To request linked data and/or potentially identifiable data for research purposes, email DLQ@health.qld.gov.au. Release of identifiable or potentially identifiable data requires Data Custodian approval. Data may be requested for research purposes or for other authorised purposes if permitted under the relevant State legislation.

Any caveats on the data will be included with the data.
Unit record information is supplied by facilities in electronic format, for all patients seen from the beginning of the financial year to the end of the reference period. Data is submitted to the Healthcare Improvement Unit's data repository, SATr, to a published schedule. Consolidated patient-level data is transferred weekly to the Statistical Services Branch's QHNAPDC data repository.

The collection supports the reporting to the Non-Admitted Patient National Best Endeavours Data Set (NBEDS) and the Non-Admitted Patient Care aggregate NBEDS.
Service event, where the definition of a service event is met. Other records are collected in the QHNAPDC that are not service events, for example, eConsults,
QHNAPDC reporting is mandatory and is prescribed in Schedule 4 of the HHS Service Agreements.
Under the National Health Reform Agreement, information is reported as follows:
AIHW - data reported annually (due November for the previous financial year).
IHACPA - reported quarterly.
On 1 July 2015 data custodianship was transferred from Healthcare Improvement Unit to Statistical Services Branch.
